Can I make deductions from staff wages?

Yes, but only if you have their WRITTEN agreement.

It is therefore sensible for contracts to include such agreement as an employee may be hesitant to agree later especially if the deduction is for damage or similar matters.

If an employee has taken too much holiday when they leave the the excess can only be deducted if there is written agreement - this is certainly best done in the contract.
